TheWoWDBI turned in the quest at High Warlord Volrath ([npc=143536]).
The quest-turn in question mark wasn't showing up on my map, and couldn't exactly remember whether the turn in was in Stormsong Valley or back in Zuldazar. Hopefully this helps someone else who was as confused as I was!

It looks like the Supply Drop requirement was removed today. Last night I logged off with only needing the drop and today I logged in with the quest complete and ready for turn in. It'll be interesting to see if the drop is still a requirement next week or not.
Anyone know if this is weekly?
