TheWoWDBI had hard time finding this. Talk to Kaydee Racketring on the bottom floor where this quest area is. Pick the faction that works for you (check the cartels renown guide on wowhead for a full list). Worth noting that the choice is warbound and weekly, so can't change around until next week.

I had some issues just now making this quest pop up and for the dialogue to appear. Reloading UI and running out and in the hotel seems to have fixed the problem - you might need a few tries though.
Might or might not be related to addons I use (among which is Plumber, not saying that's the culprit, it has been working fine almost all of the time) or just prepatch things.
