If you are trying to get this on a completely new character; talk to Mora and learn Classic fishing first, and you should be able to get the quest. Don't learn Dragon Isles fishing though!
Using the new profession slot seems to throw a 'flag' of some kind which prevents this quest from becoming available. Try removing your fishing pole from the slot and /reloadui.
