This quest is turned in at the [npc=160999] in the waiting room. But the altars won't be there at the end of the Vision run, so you'll need to come back in to complete the quest. You won't actually need to begin a new Vision run, so you won't need to spend a [item=173363], but you will need to have one on you to go through the [npc=157686].
Looks like the same applies for the event's return in 2025.

Description
The endurance needed to make it this far is extraordinary and the feat of a long experienced adventurer. Yet, the longest night is nigh and with it our ultimate conquest. Those that fight the coming of eternal twilight know only futility, for in the Longest Night they will be on the edge of sanity forever.
