If you unlearned the profession, but already completed the questline once before, you need to talk to [npc=93526] and buy the item [item=139497] from her, this will teach you all spells and the Legion rank up to 800 again.
Although the quest is highlighted on my map, I am unable to pick the quest up. I visited Sminx Glasseye, but I can only buy a Kirin Tor ring from her. There is no quest available with her. I tried talking to Timothy Jones, and no training is available. I have done all the pre-Legion quests and have followed the questline to get to new Dalaran. Stumped.
