Just wanted to note, this quest IS still available as of this comment. I'm currently doing it on my Druid, lvl 24.
for those who are confused about how/when/where to get this quest:
1. go to silverwind refuge and pick up Simmer Down Now (no prerequisite quests required).
2. when killing [npc=12759], you should loot [item=16408] (i was unable to loot it before picking up the quest), which starts The Befouled Element.
3. turn in The Befouled Element and mastok will offer you Je'neu of the Earthen Ring, requiring you to take the globe to je'neu inside blackfathom deeps.and you don't actually have to finish Simmer Down Now if the reward from Je'neu of the Earthen Ring is all you're after; you can just kill tideress for the quest-starting item, not finish killing all the other water elementals for the quest, and go turn in The Befouled Element.

Description
The Earthen Ring is a shamanistic group dedicated to studying and preserving the elements. They have forgotten more about crazy old gods, ancient legends and lore than most scholars will ever know. Lucky for you, I know someone in the Earthen Ring here in Ashenvale. Head over to Zoram'gar Outpost on the coast of the Zoram Strand; show Je'neu Sancrea what you found. If anyone can figure out that globe's significance, it'd be him.
