Sadly it seems that atm (01-04-2024) you can complete this quest on an alt BUT it will NOT unlock any other colors than the selected. It's character locked/based. So if you select black with your main and brown on your alt you won't have both available at the same character.
HORDE
You need to do the Non-daily quests for the Noblegarden event (in Durotar) and this quest will become available from Sylnaria Fareflame.About 4-5 quests to do before this one will come up.
If you are on the quest to go to Orgrimmar to see Tethris Dewgazer at the Pathfinder's Den. Then you are on the right track.
