TheWoWDBAdded in beta build 8962 and is made from Inscription cards Ace through Five of Mages (Arcane Tarot).
I finished the Mages Deck. It's a blue/rare item that gives you a quest to turn it into a Darkmoon Fortune Teller. Once you accept the quest, you can use the deck to summon the fortune teller to you. The quest reward is your choice of two blue/rare necklaces that have no level limit.
Darkmoon Necklace:+3 Intellect, +9 Spell Power, +5 Crit
Darkmoon Pendant: +6 Agility, +5 Stamina, +12 Attack PowerBecause the necklace is Bind on Equip and the lack of a level limit would make these great for pvp twinks.
I received 5100 exp (level 72) for turning it in and 28 Darkmoon Faire rep (human).
Edit: As of beta build 9014, the necklace is now soulbound, so it can no longer sold/traded.
Edit: On live, at level 70, I gained 80 exp for turning it in.

Checked AH the level to start the quest on the card is 30 as of patch 3.0.2 The melee DPS neck is good yes, but for the 39 twinks i think the neck "Medal of Courage" is better. harder to get yes but i still think its better. Description
Now that you have gathered all of the Mage cards together into a deck, another card appears on top. It depicts a fortune teller that seems to stare at you no matter how you hold the card. You feel the card could be used to communicate with someone or something.
