I couldn't turn in this quest, and it turned out it was because the person I was supposed to turn it into was out on a mission. After finishing the mission, the quest giver still failed to appear, but the next day he was there. I suggest logging out and back into the game if this happens to you.
Quest is obtained by doing the class hall mission "Investigate the Maw of Souls" (810) which gives [item=141194]
The quest you get seems to be dependant on your characters item level, At 842 I got the Mythic version. A Heroic version is also confirmed, and there's 3 different entries with the Waterlogged Letter, leaving us to believe a normal version also exists.

Description
Our scouts report that the vrykul damned are forced to sail aboard the Naglfar, a ship built of death. Travel to the Maw of Souls and confront Helya, before she collects any more poor, unfortunate souls.

While the greatest vrykul warriors are spirited away to the Halls of Valor to glory eternal, shiny and gold, the cursed and the damned find themselves on the shores of the Maw of Souls.

Entrance: Stormheim at 52.5, 45.0.
