This may not be true for everyone, but the turn in location was marked incorrectly on my map - showed turn in Zuldazar 57/64 - ignore this and go back to Halford Wyrmbane on the Wind's Redemption, cheers,

I failed [mission=2099] due to not having enough time to get the right followers on it. However, about a day later [npc=135612] still offered me Spare Parts, bypassing this quest.
So, while I wouldn't recommend failing the mission on purpose, it appears you can still get the [object=293132] if you fail the mission.
I have not tested or confirmed the behavior if you let the mission expire.
