Note that the quest says the tanks are surrounding Halgrind, so while you may be tempted to enter the town, you shouldn't--at least not for this step. The tanks are interspersed throughout the hills around the town, so just ride a ring around the outside.

One of the Storm Giants patrols the plain between the western edge of Halgrind and the Ember Spear Tower, where the pickup/turnin for this quest is, so watch out for it when you go to burn the southwest and northwest tanks.

Description

The Forsaken are up to no good and from what I can tell, those plague tanks of sludge are a big part of it. If I may suggest, sir, we should probably destroy them before they can get any more use out of the things. I took the liberty of preparing a bundle of torches from the Ember Clutch. These things have been burning for days! Here, I'm sure you can put them to better use than I in destroying those tanks.
