There is an alemental, Thousand-Year Guardian that does 2 special abilities. The water spout can hit for a lot, so be careful. Once it's dead, just collect the water at 57,22 using the quest item.
If you hit 8500 rep while in Sunsong Ranch (from harvesting for example), you may have to leave (to halfhill or somewhere) and re-enter for the quest to be offered by Farmer Yoon.
