Indeed, I was at 5400/12000 and didn't have the quest. Turn in a daily and did some farming and at 5800/12000 the start of the chain was there.
Picked this up half way through honored with the Tillers today.

Description
I've been thinkin' about how to get into the Tiller's good graces, {name}. Now, the Tiller's Union accepts new farmers each year, and there are five members on the voting council. We already got Gina's vote, but we'll have to prove ourselves to the other four members of their board. Why don't you go over and say hello to Mung-Mung? He works with Mr. Mudclaw out on the Mudclaw's farm to the northwest.
