As level 97, Rokhan has not quest for me but from the warboard at the garrison, I picked Warchief's Command: Spires of Arak! which leads to The Shadows of Skettis so the chain quests can be started
Unless I am mistaken, to get this quest to appear From Shadow Hunter Kajassa In Talador, you have to complete Morketh Bladehowl's quest line for horde, or possibly the Durotan one that ends with the cinematic with Blackhand. I am pretty sure it was available after Morketh.
