I reached 96 somehow but this quest was not offered to me at Fort Wrynn, nor in my Garrison. The quest wasn't offered until I finished the follower quest line with Miall at Fort Wrynn.
To start the follower quest line with Miall see The Quarry Quandary.
Miall is available ONLY if you have built the Artillery Tower to your garrison outpost in Talador. If you built the Arcane Sanctum instead, you will get Magister Serena as your follower quest line and you will likely need to complete her quests be able to pick up the bread crumb quest for Spires of Arak.
I had trouble starting this quest line on a new character after the Shadowlands level squish. I couldn't start the first or second quest in the chain since neither NPC would give me the quest. However, at 30 the third quest in the quest line The Shadows of Skettis showed up and I was able to do the quest line from there.

Description
While you were gone, a rather shady looking human arrived at the outpost asking for you. He said he worked for... Grey was it?... and had some information regarding Spires of Arak that you would be interested in. He was heading back to your garrison and asked that I passed along the message, and so I have. And before you go, thank you for all you've done for us here, truly. You and your army have turned the tides of a war that you could have just as easily walked away from. We will not forget.
