As if it weren't obvious, Oru'kai's Sceptre is the item under the orb spewing frost bombs to freeze the MOBs trapped in ice. Use rhe quest item to obtain the sceptre. The MOBs are all green while encased in ice. Once freed they may turn red. Be prepared. Once you have freed the Failed Apprentice and obtained the ring just go collect the sceptre and return to the Arakkoan Enchanter for turn in.

Description
If I had known being an enchanter was this dangerous, I would have stayed in Wor'gol. Here, take this ring. The bird man told me to use the ring on the scepter to nullify the enchantment. Bring the scepter back to him and maybe he will teach you what he promised to teach me.
