TheWoWDBGreat. I have the quest but can't choose Loyalty. Finding good information on Internet is hard.
Edit: Mouse over "Choose"-button and it tells me to defeat more bosses. I go for the bosses where I haven't earned the Blueprints yet.
After having beaten 5 bosses I could choose Loyalty.

If you're looking at this and frustrated that it's not completing the quest, you have to be on the second tier difficulty, Loyalty to get credit for the quest. Keep progressing the battles and blueprints and it'll unlock the difficulty.
