EDIT: Thanks to Kryptaria for pointing it out. I was stuck at 63% with the Gain Clue not working but didn't realize the Juicy Clues existed. Clicking three of these finished the quest for me.

Can't see Raffles on my alts to start this quest, but that seems to be par for the course for this buggy patch.
