TheWoWDBIf you log into 10.1 and do not get this quest from the splash screen you have to follow the Embers of Neltharion storyline in the Forgotten Reach until you complete 1/7 "A Creche Divided" then you will get a message saying "Continue the campaign by accepting the quest "The Land Beneath" in Valdrakken. You can then go up to the top of The Sea of the Aspects and talk to Hadexian to accept "The Land Beneath" and start the new 10.1 zone. Hope that helps some folks!

If your on an alt, and skip the Forbidden Reach storyline, and get teleported to the Seat of the Aspects but didn't/can't get the quest "The Land Beneath", you may have to go back to Forbidden reach and get News From Beneath from Ebyssian at on Dragon Skull Island (Northeast on the Forbidden Reach map). Once there, accept the quest News From Beneath, and then select the option to go back together and it will teleport your back to The Seat of the Aspects to complete the quest. You can then start A Crack in the World, watch the cinematic, and continuing to Where the Flames Fell. Essentially you're on the track after the "Land Beneath." Not sure why, but this is an alternate route to go on if you don't see "The Land Beneath" after skipping the forbidden Reach questline.
As an alt who did SOME of the FR quests, you might instead get the next quest in line (News from Beneath) from Ebyssian next to Scalecommander Emberthal on Dragonskull Island, forbidden reach.
Edit to add: Because apparently it doesn't count as completing the Storyline unless you also tell the leader of the Healing Wings just how bad this all has gotten.

Description
I heard word you were aiding the green dragonflight, {name}. I bring word from Ebyssian. The Life-Binder has news of the Incarnates, and she requests our presence at the Seat of the Aspects. The black dragonflight will await you there. I will move on ahead to continue tracking our foe.
