TheWoWDBMorakh Chillwhisper is the orc's name @ 50,20 in Deadwalker Pass where you go to do the quests for the Shadowmoon Exiles. He has 17k health and a little army of shadow skeletons around him with 4,376 health each. He respawned almost immediately after I killed him so scoot quick after you kill and loot.

If he's not at the northern location (where the game tells you to go), you may have progressed too far into the questline (my best guess) and need to instead go find him to the south at 38.2, 61.6.
If you are having trouble getting Artificer Baleera to offer this quest to you (perhaps you boosted a toon and bypassed Draenor) follow the quest chain listed on THIS PAGE. Number 5 on that list is Shadows Awaken, which allows you to loot Drained Crystal Fragment from Karnoth. The chain starts with A Hero's Welcome, which you can pick up from Yrel. (In a level 1 garrison, she is standing near the flight master).
Or, you might get lucky and loot Drained Crystal Fragment from killing mobs. This item gives you a popup quest, A Power Lost. And wouldn't you know it? The quest turn in is Artificer Baleera.
This way, you can save the 100 gold that it would cost to buy the scroll from the vendor in Stormshield.

Description
As mentioned, our larger defense crystals have been drained of power, creating gaps in our defenses. The crystal you brought me is only a reminder of the severity of this situation. It's Shadowmoon magic to blame, I'm sure of it. One of our rangari scouts spotted an orc fleeing north, past Palemoon Village, and into the valley beyond. Go, find this orc, and see if you can't retrieve whatever vessel he's storing the power inside of. If we get it back, I'm sure I can restore the crystals.
