The quest says to talk to dragons, but they looked and sounded like gnomes to me. Inside the instance, up the stairs on the left, behind the first boss, The Prophet Skeram. Go down the first flight and bear left back into a room, where you will find 3 NPC's, talk to the little gal on the left, she'll tell you you're tall...
You should save them until 2999/3000 neutral, as you only get rep for killing C'thun and Emps from that point and then turn all in.

Description
