He's in a tiny room right behind the first boss.
Where you would normally go down the stairs to enter the caves, go down the first set of steps on the left (instead of going all the way down the stairs), turn to the left and there is a room.
This is also where you get the AQ tokens set!
In order to access the tier set quest options, you must turn in at least one of these to Andorgos. Confirmed by a GM.

Description
We sense the presence of our enslaved brethren deeper inside Ahn'Qiraj; yet not even an army of dragons would be enough to rescue them, {race}. The same spell that imprisoned them would place us firmly under C'Thun's control should we come any closer to him. The Old God has foreseen our arrival. All hope is lost.
