Resonating Disc drops from mobs around Zereth Mortis. After turning in the quest to Olea Manu it will ultimately unlock Cypher Weapons for you, which are 233 iL "catch up mechanic" weapons. You receive Cypher Equipment from completing Zereth Mortis WQ's, dailies, story quests, and other activities in the zone.

For this to drop you have to unlock [npc=183962] first by doing the Broken Circle questline
You get this questline by unlocking [order-advancement=1902]

My main got this from the very first random wolf he killed. But that means nothing since the unlock isn't account-wide, and I have to do it on every single alt for them to be able to get weapons.

Correct me if I'm wrong, but people would rather have this unlock on every character than get that renown boost they added in the new patch. 40-80 was fast as heck already.
