If you are like me and need to go to Vashj'ir at max level you will not get the 'To the Depth' quest because it is not offered after 'The Eye of the Storm' quest.
So instead: Go to Bladefist Bay and talk to the commander in the tower (ground floor) to start the quest line from there.
Thankyou, this was driving me insane.
Why they didn't put sparklies on this, I'll never know. Shame they don't still have the feedback option from beta.
