To help those who may not get it... you have to go to your racial specific city. Sooo... Humans -> Stormwind, Tauren -> Thunderbluff, Draenai -> Exodar and so on. Not sure about Worgen and Goblins though. But you get the idea.

Every race in the game can do this quest in Broken Isles Dalaran. I discovered this once I realized that the new Allied Races could not pick it up in Orgrimmar or Stormwind. Hitch a ride from your fellow mage if you're below level 98 (remember you can only tip those on your realm) and head to Legion Dalaran. The quest is in the graveyard near the sewer entrance behind Simply Enchanting. You can buy Simple Flour in Dalaran, but you'll have to get Ice Cold Milk from a lower level city or vendor. I ended up buying stacks of milk in Ironforge and mailing them to my alts. The bread cannot be mailed, sold, or traded because it is a limited duration item, so even though the quest is able to be accepted at level 1, your character will have to be level 5+ in order to pick up cooking and do the quest. You must physically be in front of the Ghostly Cooking Fire near Catrina, Chapman, and the Cheerful Dalaran Spirit to cook the bread. This prevents anyone from cooking it outside of the holiday.

For thoose who dont know where find "Ghostly Cooking Fire" to cook [item=46691] it is next to NPC who is selling [item=46718]. It looks like small blue fire.
