Edited: Tested this today and indeed, this quest is one-time-only per account. My alt did not get to pick this quest up after completing the tourney. As expected, but a girl could hope that it won't take 9 weeks (well, 8 more) to get the last 3 pets.
Yes this quest exists as of 5.4. It is a one-time quest. You will get it after completing and turning in The Celestial Tournament quest for the first time. You get the quest from Master Li after completing The Celestial Tournament.
