I could not find this quest at all after going to Stormheim and talking to [npc=92539]. I flew back and forth between Valdisdall and the Forsaken Foothold but Dread-Rider Cullen just wouldn't give me the quest. This is the starter for the chain quests to get Valarjar rep but there were no quests anywhere that I could pick up.
After running around everywhere and even in Dalaran, I found the quest starter in my Order Hall. Clicking on the command table map in the Order Hall, I received the quest Stormheim. Depending on what your class is, where you pick this up might be different. The quest will bring you back to the Violet Citadel in Dalaran. Then you will have a port to Stormheim for a few cut scenes and objectives before it can be received from Dread-Rider Cullen and the chain quests actually begin.
TLDR: If you go to Stormheim directly, this quest might not show up. Its not a bug.

Description
Good to see you survived the wreck. Nathanos made it as well, though his face is now even uglier than before. He took a group of rangers north to look for Sylvanas - nobody has seen her since the battle. He asked me to send you his way if you ever woke up.
