TheWoWDBI completed it in Legion Remix. Like Alirana's comment, it didn't work for me at first. I would click the pile of skulls and an effect and sound would start but cut off, and relogging didn't fix it. What worked for me was to jump into the hole on the other side of the altar, then click on the pile of skulls.

When I clicked the altar, nothing happend. Aquick relog fixed it and I was able to complete the ritual...
SPOILER:
Which brings Sataiel's ire down upon you and you have to kill her. Just void tank her and stay away from all the skeletons popping out of the ground.
Did this today. Easy as Affliction Lock. She spawns after a few moments, goes through her dialogue, tells you that you are essentially not prepared and will die.
My demon made pretty quick work of her and I only had one skelly spawn from the side.Good fun and an end to the rather ludicrous collecting of Skulls which ended up taking me over a month. Grrr
