You unlock this quest after turning in The Debt We Share, which is the end of a quest series you get from Gar'rok almost as soon as you arrive at the Throne of Elements. Edit: Also I should add, I unlocked it after completing that chain, but had already completed all the other Throne quests - so I would guess you have to do them all, including the Gar'rok quest, to unlock this quest.
In this quest, you get to witness a cutscene involving Cho'gall and Gul'dan
You see a vision of a cave. Lots of pale orcs are coming out of it. Inside the cave, you see Gordawg, the Fury of Earth under Mind Control. Then it cuts to a chamber with Cho'gall channelling some sort of spell at a naaru drained of its light. Gul'dan teleports in.
Gul'dan: Cho'gall! I sent you here to enslave this thing.
Gul'dan: Where is my power, ogre?
Cho'gall: Your power? (It's MY power!)
Gul'dan: You will obey, disciple. Hand over its reins.
Cho'gall: I think not. (We're done taking orders from you!)
Cho'gall thwacks Gul'dan away.
Gul'dan casts a demonic bolt at Cho'gall, but Cho'gall raises a barrier deflecting the bolt away.
Cho'gall: We've learned much from K'ure. (We're writing a book.)
Gul'dan: You're insane.
Cho'gall: Run away, old man. (Soon Highmaul will burn. Then, the world!)
Gul'dan sinks away.
