TheWoWDBIf you level Blacksmithing after completing the achievement, the quest might be missing for you.
So far, i wasn't been able to find a workaround.
Achievement (the one to free the runecarver) was earned on 24/11/2020, and Blacksmithing leveled to 100 on 27/11/2020.

Same for me. I opened a ticket and am waiting for a response.

Well the response to my ticket was that they were too busy to look into it. I finally looked deeper into my BS recepies and found that they were there. Don't know how it happened but you might want to check down the list of receipes.
I was in the same position as you. I walked back to the Runecarver and he gave me the quest.
