TheWoWDBI went to the location on my map in the Ohn'haran plains before talking to Thomas Bright when he gave me the quest so he never spawned and I was lost.
If this happens to you, you can find him in Valdrakken, hes sitting on a bench, chilling with his buddy at /way 39.16, 69.94.
Then you can go on the location on your map in Ohn'haran and complete the quest correctly.

To complete this quest I had to travel to Ohn'ahran Plains at coords 46.16, 59.96. Here I found a "Strange Nest" to click on. After clicking, Thomas Bright appears and was able to turn in the quest. Hope this helps.
