The quest giver says one of the books in "in the house by the garden" and these are the loosest, technically accurate directions an NPC has ever given me.
There are three gardens and two of them have houses near them. It doesn't mean either garden house. It means go up to the upper gardens and look in the actual, non-outdoorsy house that is roughly between them and slightly closer to the Northwest one with the pumpkins than to the East one with the bushes.
The lower garden with crystals is easiest to find but it's not remotely what the guy means when he says, "by the garden." I'm betting good money that if you're reading this, this is where you are. You'll see a path leading up. Take it to find the other two gardens and the actual house. The garden houses are not what he means.
I'm sick of you Saegeri and you Twilight people and your loose translations and metaphors. Just let me in your cults damnit!

Description
The Sargerei follow Socrethar zealously. From what I can gather, he is a persuasive and compelling leader. Many of the initiates carry books of his writings. I need you to read these works and report back to me. If we can understand the Sargerei's motivations, perhaps we can undermine them. I last saw these books near the lake, on a table near the fountain, and in the house near the gardens.
