As a horde, I had another quest overlapping this quest and couldn't figure out where the azurite tank was to blow up with the mines. Head down to the end of the dock. He's parked there, just waiting to die.

For step 3 of the quest - as TheHund mentions, go to the end of the dock to blow up the azerite tank with button 3. If you get frozen as you go down there by the infantry, use button 2 to send out one of your 5 crawler mines to destroy them. You can still blow up the tank if you only have your own mine left.
Objective is at the end of the pier, near where you become a mine. Avoid the mobs that you can. Use the "deploy a mine to deal with a threat" ability for the mobs you can't avoid who freeze you. Easily solo'd on a low pop server with nobody else around.
