I know this is a bit late, but they would use blood indeed. Seemingly, it seems to be a follow up to what they discovered during the ToT-era, with Blood Golems and such. Not only is there a quest related to golems during that time, but the golems themselves show up as being used on both Draenor and the Broken Isles by the belves in the following expansions. So seemingly, they have gone literal on their name for a good row of expansions.
I didn't understand what I was supposed to do until I walked past a lot of hostile blood elves. Find the two tidesages casting around a blue whirlwind at the shoreline. Step into the whirlwind and you'll take control of a vehicle. Slaughter blood elves to complete.
