You can complete this quest on any difficulty, even if you're locked out of loot for that difficulty.
Fallen Avatar is the second last boss in Tomb of Sargeras, as the quest text explains. If you open your LFR you'll see that the boss is listed in the "Chamber of the Avatar" section. It's not Kil'Jaeden because the quest does not tell you to kill Kil'Jaeden. And the quest gives you the Wailing Soul when you start it. You don't get that item from killing the boss- you get it when you start the quest. So quick to assume it's someone else's fault.

Getting there
Inside the raid: Tomb of Sargeras
Aegwynn used this sacred temple of Elune to lock away the defeated Sargeras' avatar. She hoped it would remain dormant, buried deep within the earth, but the lure of power has continued to draw foul entities to this site.
