Thank you for this! Like all the other dungeon/raid quests you get from an order hall quests I figured you turned this in there and since the quest doesn't say one way or another and doesn't show where when you click on the map I had NO idea where to go!
I can confirm (on LFR for sure but I assume this works on other difficulties) that you can kill a boss you were already locked to, to complete this quest.

Getting there
Inside the raid: Tomb of Sargeras
Aegwynn used this sacred temple of Elune to lock away the defeated Sargeras' avatar. She hoped it would remain dormant, buried deep within the earth, but the lure of power has continued to draw foul entities to this site.
