Having completed Witness to History, he is still not present at the base of the temple.
as stated on the alliance version of the quest and I would have to agree:
"By FireEmerald (1,226 – 4·19) 3 days ago (Patch 6.0.2)
As of Patch 6.0.2 the target NPC (Xuen) is missing / in wrong phase - so the quest can't be completed."
