TheWoWDBRegardless of what difficulty you picked up the quest on, and what difficulty you turn it in to, you will always get the Normal colored version of the set. So if you picked up your last fragments in LFR, you can turn it in after Odyn or Helya, you will still get the Normal set.
The full Raid Finder, Heroic, and Mythic colored sets drop off any of the bosses on their respective difficulties - you will pick up the 'set' as a single item, and then will learn it upon use. No quest required.

As of now, [item=142487] also drops from mobs outside of the Trail of Valor raid while doing the Helarjar Landing: Vrekt world quest (Stormheim, 72.0 86.0). This includes mobs like [npc=116601], [npc=116600] etc.
However, it seems to drop only while you haven't completed the quest and the drop is low... I suppose you can avoid killing [npc=115846] to keep farming as long as you wish.
For those of you doing legacy content, here's a few things you might want to know:
Fragments drops of Guarm and Helya on all available difficulties.
Guarm drops significatly less fragments than Hel, but together it's around 150.
You can do all 3 difficulties in a single reset and get around 450 fragments.
Normal and Heroic was easily soloable but Mythic wasn't (ilvl470 hunter).
Heroic and Mythic have a 100% chance of dropping the heroic version of the transmog set, regardless of if you finished the quest or not.

Description
While Helya's defeat is your primary objective, I require more of your aid. Helya has gained the ability to steal and corrupt the souls of my Valarjar. Her minions hold these souls, corrupting them. I am certain Helya herself hordes the greatest Valarjar souls to herself. You must recover these lost souls, then return them to me. Do this and I will reward you with blessed guard from the hall's armory.
