If you are in your Order Hall and stumped because the ? for the NPC is present but the NPC is not there...

It might be because you have assigned them to be your COMBAT ALLY.

Release them from bondage, I mean service, and you will be able to hand in the quest.

This was the case for me with Alonsus Faol in the priest Order Hall. As soon as I released him from being my combat ally, he appeared in the Hall and I was able to hand the quest in to him.

Description

It's worse than we thought within the Vault of the Wardens. The prisoners have become the jailers, and have completely taken over the vault. However, our intelligence reports that Cordana Felsong herself may be there. Enter the Vault of the Wardens and cleanse the place of evil.

Getting there

Inside the dungeon: Vault of the Wardens

This secret Warden facility was carved into the mountainside deep in Azsuna, and sealed with magical wards both to keep intruders out, and to ensure that the terrors locked within could never escape.

Bosses in the Adventure Guide, in order: Tirathon Saltheril, Inquisitor Tormentorum, Ash'golm, Glazer, Cordana Felsong.

Entrance: Azsuna at 48.3, 80.1.
