TheWoWDBI got this quest from the item Zul'jin dropped in the 70 man raid version of Zul'aman, this is on live servers.. I didn't do the quest and waited until patch day, the item that started the quest was changed to a level 85 quest version.
EDIT: You can also get this quest from the start of the new ZA heroic, I had no problem doing this quest, I got credit for the kill.

Description
Da Amani been rebuildin' their forces and dey raised up a new warlord to lead dem, {name}. He be called Daakara da Invincible, but we be seein' whether he lives up to the name or not. Ya must first defeat all his lieutenants to clear da way before ya can face this Daakara. Defeat him and put an end to da ambitions of da Zandalari and da Amani!
Getting there
Inside the dungeon: Zul'Aman
Echoes of unfulfilled vengeance linger in the one-time capital of the Amani tribe, Zul'Aman. Though the Amani trolls answered their warlord's call to arms, Zul'jin was denied his goal of restoring the empire to its former glory. Where he failed, the Zandalar tribe will succeed.
