It is one of the endgame PvE content.
The Battle for Stromgarde is the first Warfront of the BfA.
Other Warfronts are coming in future patches.
If you took the quest and cannot queue, just wait for the right phase for your faction or try other phases content.

After you complete BfA Warfront questline one faction has access to warfront scenario and another controls Arathi Highlands.
How Warfront faction switch cycle works:

  • The Alliance starts with ownership of the Arathi Highlands,
    Horde players challenge them by contributing professions items, gold, and War Resources to help their faction build up enough strength to attack.
    This is a region-wide effort.

  • Horde players are able to queue Warfront: Battle for Stromgarde, once enough contributions are supplied by the region
    This queue remains open for a set duration, allowing players to complete the Warfront on a schedule that works for them.

  • After the Horde takes control of Arathi Highlands it gets access to a World Boss and rares spawns
    The Alliance then begins contributing resources to challenge Horde control.

    Arathi rares rewards only available during the period when their faction owns the zone (Intended behavior according to the blue post). But right now opposite faction can fly there without a portal and farm rares. It will not give you extra rewards, just a option to do all the rares during the opposite faction phase. And you can't kill couple of rares (world boss, [npc=142739] / [npc=142741]), because they are friendly to you during that phase


How to get access to the Warfront:
Need to be level 120. Don't think there is any other prerequisite right now. (but if you know something, let me know)
You need to complete a series of quests to get this quest and be able to queue the Warfront.

Phase 1: Warfront donations quests
Turn in professions items, gold, and War Resources
Can complete each quest once per Warfront reset cycle.
Reward is 150 reputation with [faction=2157] (Horde) and [faction=2159] (Alliance)
The main War campaign(Ready for War / Ready for War) is gated behind the main faction rep, so this is really helpfull.

Phase 2: The Battle for Stromgarde scenario (20-men Warfront scenario)
Pve fight with mobs.
Something like dota, but you also have to collect resources to build your base.
Queue table is near the questgiver.
I think you get 340 ilvl gear for the first win.
You also get 370 gear from the quest you pick up near the queue table once in Warfront reset cycle.

    4. On Beta opposite Faction could get there and kill rares even without control
      From Orgrimmar/Stormwind -> Portal to Twilight Highlands -> Fly to Arathi


  4. Quests
    When your faction controls Warfront Arathi, you can do 6 weekly quests there (kill 10-20 mobs in Arathi)
    Questgiver is in Arathi, near the portal back to the main city
    They give Don't Warfront Me Arathi 340 gear item or 200 x [currency=1560] or some [currency=1553] reward

If you're coming at this like me and wondering, "why can't I do warfront quests on my alt when I have them unlocked on my main?", I finally figured it out.

The requirements are
"Come Sail Away" kul tiran arrival achievement
The [item=158075] in your possession (bank or wherever doesn't matter, you just have to do the quests with Magni)
Uniting Kul Tiras quest to unlock WQ

- If you can't see the portals and NPCs, you haven't finished Come Sail Away.
- If you can't pick up the Warfront Quests from Ralston Karn, you haven't unlocked the WQ
- If you can't pick up Uniting Kul Tiras on the boat to unlock the WQ, you haven't gotten your heart of azeroth yet.

If you cannot pick up this quest
1. Talk to Yvera Dawnwing port to Arathai
2. pick up quest go on bird and talk to 2 other objectives
3. go back through mage and you should now be able to interact with the table and pick up quest.
