TheWoWDBBe warned that this, and a few other quests in same area, are old ones and not necessary to get through the pre-BfA quest chain introduced with the July 24, 2018 patch. So don't worry about not being able to find the guy you need to turn it in.

Since nobody else has pointed it out; once inside the camp, activate your statuette/sneaky cat form, then skulk over to Foreman Balsoth (41, 84). He has a small gathering of workers surrounding him. Stand around for a few seconds, and he will begin to speak.

Description
Our ancestors lived alongside the Blackwood furbolgs for generations. But recently, we have lost contact with their settlements deeper in the forest. One of their larger villages, Blackwood Hold, can be found to the south. Travel there and find Elder Brolg. Ask him why his people have withdrawn from us and offer your help, if necessary.
