You only got this if you were a high level jewelcrafter before patch 3.2. It was sent to jewelcrafters as a sort of refund because of the change to jewelcrafting gems changing from prismatic to the color of whatever type of gem you cut it to, ie bold is red, solid is blue now. This allowed jewelcrafters to buy 5 new Dragon's Eye gems to resocket their gear again and try to maximize socket bonuses since they lost them with the change. Of course, it was also useful for buying a free pattern assuming your gems didn't need to move around.
