Found the page today at 48.5 14.5.
It respawned for me approximately 2 hours 45-50 minutes after I picked up the quest with another character at 44.5 14.9 (same realm obviously). However, the respawn time could be shorter (I wasn't camping the quest carefully).
The item remains for about 10 minutes after you pick up the quest and then despawns.
After trying to find this multiple times while using a Missive (without success), I tried waiting for the actual assault to be up from the table and found the page at one of its spawn points without a problem. I may just be really unlucky but wanted to put it out there for others that may also be having an issue finding it.
