Once complete (instantly on BETA) it shows up as a pile of crates to the left of the Boutique.
Pick it up to turn it in to the NPC standing right next to it.

Okay there is very little information provided above and it is misleading. Things may have been very different in the beta, I would not know since I was never part of it.
The mine appears when you upgrade your Town Hall to Level 2. It is unlocked at first and you must complete a Level 92 quest to unlock it. The quest is given to you at the mine: Things Are Not Goren Our Way (Alliance) or Things Are Not Goren Our Way (Horde). It simply requires you to clear the Gorens from the mine and kill Stonetooth, their leader.
The ore nodes in your mine can be mined without having Mining as a profession. Each of them contain either Blackrock Ore or True Iron Ore Icon True Iron Ore, a few Draenic Stone Icon Draenic Stones, and sometimes a few Primal Spirit Icon Primal Spirits. The nodes respawn every day (at the time when the daily quests are reset). The size of your mine increases as you upgrade it, so you have a lot more nodes in a Level 3 mine than you do in a Level 1 mine.
It will take some work, therefore it's probably better to get a miner. Although admittedly even on my travels in shadowmoon I have only seen 2 or 3 nodes. So I am guessing your going to be doing most of your work in your own mine, which might be painful since they only respawn once a day!
You'll need 5 Blackrock Ore. Not a miner? No problem! Mining in your Garrison Mine does not require Mining as a profession. Ignore the tooltip.
Once you finish the quest Things Are Not Goren Our Way in the mine at 62.5:72.3 the mobs will disappear and you'll be able to go in and mine all the ore. Just one pass-through will give you more than enough to finish this quest.
When you start the work order, walk out of the hut and you'll find the work order completed immediately, and ready for pickup on your right.
