TheWoWDBIf you're having trouble with your first work order, like I was, make sure you take 5 Sumptuous Fur with you. Without some, you may not see the option "I would like to place a work order." I had that problem until I was loaned a bunch of fur.
Also, once Turga makes the fur, you won't return to her to collect. It's like garrison supplies: right next to the tailoring hut there work orders will spawn, and you can pick them up. Then return to Turga and turn in the quest.

If you, like me, upgraded it to rank 2 before you did this quest, you unfortunatly need to tear it apart and rebuild it to a rank 1. It will appear.
level 92 and only have 8 pieces of fur, after a few hours of leveling?
