This is one of the new profession enchants, that make gathering professions and Archaeology much quicker!
These enchants are applied to gloves, and will increase the speed (reduce the cast time) of the respective gathering task. Each enchant requires 1 Leylight Shard.
The formulas for all four of these profession enchants are sold by [npc=98367] in Stormheim. They cost 50 Arkhana each. Of note, the formulas for the 3 Legion Enchanting Pets ([item=128533], [item=128534], [item=128535]) are also available from Tigrid.

It does not. Normal cast time is 2s, cast time as a tauren or with this enchant or with Darkmoon Firewater is 0.5s. Any combinations of these lead to 0.5s, so you simply don't need the enchant as a tauren.
