TheWoWDBAny idea if the skinning enchant stacks with the Worgen passive? Or are these two exclusive, and thus any other race with this enchant will skin as fast as a worgen?

This is one of the new profession enchants, that make gathering professions and Archaeology much quicker!
These enchants are applied to gloves, and will increase the speed (reduce the cast time) of the respective gathering task. Each enchant requires 1 Leylight Shard.
The formulas for all four of these profession enchants are sold by [npc=98367] in Stormheim. They cost 50 Arkhana each. Of note, the formulas for the 3 Legion Enchanting Pets ([item=128533], [item=128534], [item=128535]) are also available from Tigrid.

After testing it on my Worgen skinner, I'm not seeing any difference with or without the enchant. Looks like it doesn't stack.
