For now i know that:

• Item is consumed on use

• Can use in dungeons
  Not sure about mythic+
• 
  
• Can use only outside
  So it works in Eye of Azshara, but doesn't work in Violet Hold
• 
  
• Cannot use in combat
  But combat will not break the effect
• 
  

How it works:
Use the item and get 25 seconds +200% & water walking buff
The animation is hilarious. 2 guns attached to your feets and firing all the time to speed you up)

Gunshoes schematic is from Going Out With a Bang quest in Azsuna (19 quest in Engineering questchain)

I would recommend a macro for these since sometimes 25s might be too long. A simple press of the macro enables you to jet forward as advertised and a second will cancel the effect allowing you to stop precisely where you want!
