Apparently this thing summons Solid Snake
Just as with the cape (which is slot #15 or the hands which are slot #10), this can be combined with a "/use ##" macro. If you have multiple belts, with different effects it will activate whichever one you are wearing. Which is especially important for times when you have multiple cloaks and need to activate your parachute without swapping cloaks and waiting 30 seconds.
